Its concept was born in the early 1960s when a Malaysian entrepreneur, Tan Sri Lim Goh Tong, envisioned a hill resort near Kuala Lumpur that could offer a cool refreshing escape from the tropical heat. Born in Fujian, China, Lim became inspired to develop a mountain retreat after visiting Cameron Highlands and realizing that such a resort in Malaysia could be constructed and developed closer to the population centers. Lim kicked off his ambitious project, having daunting challenges head-on occasioned by the rugged topography and high development costs.
In 1965, Lim bought a tract of land on Ulu Kali, a remote mountain situated near the capital. The project had to overcome a number of obstacles: building access roads through thick jungle and on steep slopes, having to fight against harsh weather conditions, and making sure that all materials were available to construct right on top of the mountain. All in all, Lim's persistence paid off, and in 1971, the first hotel, Highlands Hotel, was completed. This marked the genesis of what would become Genting Highlands Resort.
Within the time span between the 1970s and 1980s, there was rapidly advancing Genting Highland, fast-growing. The resort was yet to expand in terms of the number of hotels, facilities, and attractions. The Malaysian government granted Genting Highland an exclusive casino license in 1971, attracting many people nationwide and beyond, creating and promoting ampule fame.

More hotels were added in the 1980s and the 1990s, such as Genting Hotel and Awana Genting Highlands Golf & Country Resort. For easier access to the resort, a cable car system named Genting Skyway, which was one of the largest and fastest in the world, was opened. It allowed the visitors to reach the top of the mountain much faster than previously.
